Penal Institutions and Detention Houses Personnel Hasan Erbil Training Center started its service under the name of Penal Institutions and Detention Houses Personnel Denizli Training Center, with the approval of the Ministry of Justice dated March 13, 2013. The training center serves as a residential facility with a capacity of two hundred and forty-eight beds. The training center has seven classrooms, two technology classrooms, one distance education classrooms, a conference hall with a capacity of a hundred and sevety-two people, one meeting rooms and a sports hall. The “Regulation on In-Service Training for the Personnel of Penal Execution Institutions and Detention Houses” was issued to determine the objectives, criteria, planning criteria, evaluation methods and other issues of the in-service training to be applied in order to train the personell of penal execution institutions and detention houses and training centers according to the conditions of the time, to provide them with the knowledge, skills and behaviors needed in their work, to increase their productivity and to prepare them for higher level job descriptions. Lecturers are composed of members of the Court of Cassation and Council of State, academic staff of higher education institutions, judges and public prosecutors who have completed ten years in the profession, lawyers, inspectors of penal execution institutions and detention centers, directors of penal execution institutions and detention centers, doctors, psychologists, psychiatrists, pedagogues, social workers, teachers and other experts who are deemed appropriate to be assigned with additional duties by the authorized units of the relevant institution or board upon the request of the Minister of Justice. The Directorate of Hasan Erbil Training Center for the Personnel of Penal Institutions and Detention Houses organizes training programs through on-the-job training and distance education in order to increase the knowledge and skills of the personnel working in penal institutions and probation directorates in Turkey. In order to increase Turkey's international effectiveness in the field of penal execution services and to improve it through cooperation with various countries, training programs are organized for the personnel working in the penal execution institutions of the requesting countries. In addition to these training programs, within the framework of the “Cooperation Protocol on Training Activities between the Ministry of Justice and the Directorate General of Migration Management” dated 23 April 2017, training programs are organized for the personnel working in the Migration Management Removal Centers in line with the requests of the Directorate General of Migration Management. In order to develop training programs and training contents, studies are carried out in cooperation with other state institutions and organizations.
