The population of Çankaya amounting 921.999 (2017) exceeds 2 million by day. Therefore it is seen as a capital within capital. It is also a centre for education and research with 4 state and 7 private universities, including over 100,000 university students. Çankaya Municipality ables to offer a wide range of activities for a young volunteer to choose from cultural-artistic activities to social welfare activities, from office to field work. Volunteer work will be balanced with training and taking advantage of municipal capacity. Çankaya Municipality has determined the goal of effective, widespread and qualified implementation of services for young people within the scope of the Strategic Plan. In this direction, there are goals to establish a Youth Center and a Youth Counseling Unit, to organize cultural activities with young people, and to adopt cooperation strategies with universities and non-governmental organizations.
