The Steinfurt district currently has a population of around 444,000 in a total of 24 municipalities with populations ranging from 6,300 to a good 76,000. The four largest cities Rheine, Ibbenbüren, Emsdetten and Greven each have their own youth welfare office, the remaining municipalities (6 cities and 14 communities) form the district youth welfare office district. With an area of almost 1,800 square kilometers, the population density of the district of Steinfurt is almost 250 inhabitants per square kilometer. However, large parts of the densely populated area lie outside the youth welfare office district; on the contrary, part of it can rather be assigned to the periphery. In this sense, it is a rural area still undergoing structural change, where agriculture, mining and traditional industries are still present, but are in decline. The youth welfare office of the Steinfurt district is a state institution and includes the department "Child and Youth Development", which is regionally responsible for 20 communities. Its functions are youth politics, the coordination of open child and youth work (46 institutions), the cooperation with associations and organisations (which reach more than 100,000 children and young people in their offers) and the implementation of socially and youth-relevant topics for children and young people from 6 to 27 years. The main focus of the work is the planning, organisation, implementation and follow-up of all non-formal child and youth education in the Steinfurt district. The main tasks result from the participation of children and young people in social life, the reduction of disadvantages, the planning of needs-oriented offers, prevention work (e.g. child protection, digitalisation), international youth work (e.g. voluntary activities), the further development of the quality of offers, further education and qualification offers for volunteers and professionals and the financial and expert support of local open child and youth work, youth initiatives and youth associations. In the implementation of all measures, the Department of Child and Youth Development cooperates at different (political) levels and is networked in various working groups and committees. Im Kreis Steinfurt leben derzeit etwa 444.000 Einwohner in insgesamt 24 Kommunen zwischen 6.300 und gut 76.000 Einwohnern. Die vier größten Städte Rheine, Ibbenbüren, Emsdetten und Greven haben jeweils ihr eigenes Jugendamt, die restlichen Kommunen (6 Städte und 14 Gemeinden) bilden den Kreisjugendamtsbezirk. Bei einer Fläche von knapp 1.800 Quadratkilometern ergibt sich für den Kreis Steinfurt eine Bevölkerungsdichte von fast 250 Einwohnern pro qkm, große Teile des verdichteten Raumes liegen aber außerhalb des Jugendamtsbezirkes, im Gegenteil: ein Teil ist eher der Peripherie zuzurechnen. In diesem Sinne handelt es sich also um einen ländlichen, noch im Strukturwandel befindlichen Raum, in dem Landwirtschaft, Bergbau und traditionelle Industriezweige zwar noch vorhanden, aber im Schwinden begriffen sind. Das Jugendamt des Kreises Steinfurt ist eine staatliche Einrichtung und beinhaltet den Fachbereich „Kinder- und Jugendförderung“, der regional zuständig für 20 Gemeinden ist. Aufgaben sind die Jugendpolitik, die Koordinierung der Offenen Kinder- und Jugendarbeit (46 Einrichtungen), die Zusammenarbeit mit Verbänden und Vereinen (die in ihren Angeboten mehr als 100.000 Kinder und Jugendliche erreichen) und die Umsetzung sozial- und jugendrelevanter Themen für Kinder und Jugendliche von 6 bis 27 Jahren.
