FOUNDATION FOR DEVELOPMENT LOCAL AND REGIONAL

F.D.L.R PURPOSE Fundatia pentru Dezvoltare Locala si Regionala [The Foundation for Local and Regional Development] (FDLR) purpose is to actively contribute to the acceleration of durable development process of the local communities and of the development regions from Romania and from the European Union space, through the elaboration, support and implementation of the programs, projects and national, European and transnational initiatives, in the field of social economy and in the field of local and regional development. F.D.L.R OBJECTIVES In order to fulfill the proposed purpose, Fundatia pentru Dezvoltare Locala si Regionala [The Foundation for Local and Regional Development] (FDLR) has the following objectives: Raise the absorption of the European funds at local and regional level, according to the national and European programmatic documents, through supplying technical assistance and orientation of the nongovernmental organizations and local public administration structures, in the process of local and regional development; Raise the level of local and regional development through supplying technical assistance and orientation of the nongovernmental organizations and local public administration structures in the process of irredeemable financing; Raise the durable development grade of the communities, through supplying certified competences and abilities to the local public authorities and organizations, nongovernmental, in the field of strategic planning and budgetary programming of the impact evaluations and in the monitoring field; Improvement of the standard of living of the citizens through developing, creating and supplying consulting services to the public administration authorities situated at local and regional level, in the field of social economy and community development; Promoting the active cooperation in the field of local and regional development, through stimulating the participating practice and the active partnership between the foundation and the local public administration structures; Developing and promoting the social economy through cooperatives and social economy structures establishment; Developing and promoting specific actions of the social economy in the agricultural sector; Developing and promoting actions for supporting local and regional social – economic initiatives; Developing and promoting the enterprises and social economic specific structures adaptation to the climatic changes, in order to prevent and manage the risks; Developing and promoting a social entrepreneurship culture and innovation in the educational system, in companies and in the social economic specific structures; Developing and raising the competitiveness of the small and medium enterprises and of the social economic specific structures, in the agricultural sector and in the fishing and aquaculture sector; Developing and promoting actions and initiatives to create new structures of the social economy, in order to reduce poverty in the rural settlements, inclusively in the fishing areas; Developing and promoting actions to exploit the innovative potential of the social economy models, inclusively secured work places, in order to support the integration on the labor market of the vulnerable groups, through their transition to business models; Developing the infrastructure of the entities and social economy field structures; Promoting the experience exchange, the good practices and transnational partnerships in the social economy field and in the local and regional development field; Developing, promoting and implementing some actions and activities for the ecological agriculture; Developing and promoting actions to reduce the abandonment of the agricultural activities; Developing and supplying consulting services for farmers, in order to improve the economic and environmental performance; Developing and promoting actions to encourage the collaboration between the agriculture, the forest industry and food industry, education and research, in order to develop new products, practices, processes and technologies as applied solutions of research and innovation; Developing and supporting the establishment of some operative groups, farmers, researchers, agricultural and social cooperatives; Developing and promoting collaborations between the fishermen, farmers from the field of aquaculture and science men; Developing and consolidating the agricultural exploits, in order to improve their competitiveness and durability; Developing and promoting actions to improve the economic performance of the farms, inclusively the orchards, in order to diversify the agricultural activities, with a special accent on innovation and on raising the added value; Developing and promoting actions to improve the economic performance of the main producers, through a better integration of these in the food chain and in the supplying circuits; Developing and promoting actions to support the growth and modernization of the agro – alimentary sector, through strengthening its capacity to add value to the agricultural products, to respect the European standards and to meet the consumers’ expectations; Developing and promoting actions to support the marketing and local processing for the agricultural products; Developing processing and marketing actions inside the aquaculture sector as well as establishing new economic units in the field, with accent on the social economy; Developing and promoting programs that target the learning during life and fighting against early school abandonment; Developing and implementing in school some programs of support for children and students that come from disadvantaged environments, through granting scholarships and school supplies; Developing and implementing some educational programs to reduce the school abandonment and raise the school participation, especially in the rural environment. Developing and implementing some programs and actions of school recovery, literacy, for children and adults from the disadvantaged communities, subject to the social exclusion risk; Developing and promoting activities that contribute to raising the initial professional and technical education, with accent in the agricultural and forestry sectors; Developing, promoting and implementing TIC (Technology of Information and Communication) in education as modernization factor; Developing and promoting the internet for disadvantaged persons and for IMM that sells online; Developing the durable and quality occupation and support the work force mobility; Developing and promoting actions for the professional formation and counseling of the persons searching for a work place to supply specific services according to the law provisions; Developing and promoting a multi – dimensional approach to support the reintegration of the young that do not have a work place that do not follow an education form or professional training with education, training and employment opportunities; Developing and promoting actions to stimulate the young occupation, with priority in the development regions where the unemployment is raised; Developing and implementing some active and preventive measures on the labor market force, taking into account the specific territorial and regional disparities; Developing and promoting some actions to raise the labor adaptability and mobility; Developing and promoting actions regarding attracting the young and developing their competences in the agricultural sector, through adequate training; Developing and promoting social inclusion, fight against poverty and discrimination; Developing and promoting integrated actions to respond to the persons needs, groups and vulnerable communities, inclusively actions of education participation improvement, at the labor market force integration, access to homes, to social, health and cultural services as well as actions of fighting against discrimination; Developing and promoting actions to promote social responsibility through raising the public awareness grade, disseminating information and good practices; Developing the social services infrastructure, with accent on the infrastructure at the level of the community; Developing and promoting actions to support the transition from the institutional care to services offered by the community, offered by the suppliers of public and private services, inclusively through granting support dedicated for infrastructure to some integrated centers of care at the level of the community; Developing, promoting and implementing some actions to supply modern online public services that will ensure the interoperability of the different, not integrated systems from the level of the development regions of Romania; Developing and promoting actions to include e-culture and use of TIC in culture, through developing some cultural digital archives and consolidate the local enterprises based on the local digital cultural products and services; Protecting the environment through developing the infrastructure and services of management of waste based on the waste cycle: reuse, recycle, recover the energy and elimination; Developing and promoting some charitable actions and activities, of help for children, adults and disadvantaged or disabled persons; Professional training for all age categories; Counseling, information and professional orientation; Vocational and educational counseling; Protecting and supporting hard of hearing persons and those with handicap (blind persons, autistic); Protecting and supporting the families of hearing persons that have deaf children; Facilitation of the access of the Romanian citizens that belong to vulnerable groups on the labor market force, through organizing some professional training courses, in the law conditions; Supplying services of information and counseling for the facilitation of the access on the labor market; Organizing and developing some national and international conferences, programs, round tables, symposiums, colloquia, seminars, film galas, musical spectacles; Organizing, promoting and implementing some national campaigns in the education, health, work places, and community development field; Editing, translating, typing, diffusion for: press, book, school books, own publications; Editing, typing, realizing and diffusing the materials of public communication (brochures, folders, posters, banners, compact disks, audio – video tapes, calendars, agendas, albums, DVD, film, etc; Organizing cultural, scientific actions, symposiums, meetings of the Foundation’s members and other manifestations organized in the country and abroad; Making and/or order surveys and/or sociological research studies, necessaries for the organization activity; Accessing and implementing projects with European, national and regional financing; Establishing a Center of formation, counseling and professional orientation; Recruitment, formation and placing on the labor market force at national and international level; Formation and Professional qualification for all age categories
