Estonian Special Youth Work Organisation noOR is NGO working within community and regional partnerships, noOR facilitates activities, trainings, and exchanges that encourage youth participation in civil society, personal development, European mobility, and international volunteer opportunities. The main aim of these activities are to help at-risk youth to have similar possibilities with mainstream youngsters.
