Kastamonu E-Type Closed and Open Penal Institution has been operating under the General Directorate of Prisons and Detention Houses of the Ministry of Justice since 1983 as a closed facility and since 1993 as an open prison. Situated on approximately 7,000 square meters of reinforced concrete structures, the institution not only houses inmates but also carries out education, vocational training, and personal development activities aimed at reintegrating them into society. Within the institution, workshops such as bakery, carpentry, photography, tailoring, and hairdressing operate to help young people develop their social and vocational skills. In addition, a multipurpose sports hall and healthcare units contribute to their physical and mental well-being. Family physicians and dentists appointed by the Health Directorate provide regular health services to the youth, while psychologists and sociologists conduct individual counseling sessions, family education, and awareness seminars. Teachers guide literacy and examination processes, and institutional chaplains offer spiritual guidance. Approximately 300 youth staff members are involved in a wide range of tasks from security to education, social work, and spiritual support, thereby contributing to the individual and societal development of the youth.
