Massa Carrara Province, local public authority, located in the North of Tuscany Region have a very difficult social and economical background, with a high rate of unemployment. In this context a very important role is made by the Province Public Employment Service, related to labour and unemployment policies, training and career guidance. Massa Carrara PES has the task to develop the local working market through different kind of actions as following: improving the access to the job market of all individuals looking for a job; make easier for companies to recruit specific professionals; developing activities directed to disadvantaged target groups; promoting and supporting actions to employment and to creation of new enterprises through active policies of the labour market; developing projects within apprenticeship, internship, GiovaniSI Tuscan Region programme, Youth Guarantee Programme; managing the observatory of the local working market. All activities are managed by Massa Carrara PES and active policies services for the labour market. The career guidance service is the connection point among all the PES activities. Guidance office offers special projects directed to special target groups like the work based learning, the drop out training and the Eures Office for working abroad. Massa Carrara PES staff have participated to a lot of EU Projects over the last few years, improving mobility for staff and for young people also through projects managed directly. Massa carrara Public Employment Service is aware about the strategic importance of mobility experience and for that reason has obtained to have in charge the administration of regional ESF funds to use for funding mobility projects. Massa Carrara PES improve also the Eures network through the activity of its EURES Adviser, Marta Venturi. The province of Massa Carrara is represented by a President elected by the Mayors and municipal councillors and remains in office for four years. The General Secretary and the Committee for programming collaborate with the President. Management areas in charge of the province are: 1) General Affairs - Institutional Bodies - Provincial Police Office - Institutional Communications - Advocacy – Call for Tenders / Public authority for education. 2) Finance - Financial Statements; Estate and Buildings - Bursar – Service Staff - Education planning - Cultural Network - Gender Policies. 3) viabilities and land planning / Transport - Environment - Civil Protection. Each unit of the 3 areas has a Head Manager. The total number of employees is 179 plus a President and a General Secretary. Massa Carrara Province manages the activities of the Public Employment Service and its territorial structures. The main activities carried out by Public Employment Service are as follows: management of the applications lists (State of unemployment, curricula certification); management of mandatory reports about working contracts from companies; management of job demand / supply through specific online procedure (IDOLWEB); management of guidance career service; management and procedures of compulsory employment for disadvantaged people under the national law n. 68/99; observatory for the analysis of the labor market; procedures relating to collective redundancies within the meaning of Law no . 223/91 and management of workers on redundancy schemes; management of the apprenticeships’ training part and distribution of public funding; EURES Services; management of traineeship regulations activities and distribution of public funding; management and distribution of funds on ILA (Individual Learning Account); all other activities and initiatives aimed at supporting employment and qualification of human resources; administrative procedures for accreditation for the performance of services at work , according to the regional law.
