Ibarra is a Basque village located in the heart of Gipuzkoan region´s county of Tolosaldea (Community of Basque Country). It has a population of 4.141, of which 1.236 are children and youth, and a foreign population rate of 8.5%. Basque is the main language in the village and Spanish is the secondary one. The Municipality of Ibarra offers and develops a wide range of services focused on an integral sustainable community development. The Municipality develops its activities in key sectors such as: Social wellbeing, education, culture, youth, environment, equality, urbanism, etc. The citizen participation is at the same time a challenge and a goal at the core of the Municipality of Ibarra, especially in the Service of Promoting the Participation of children, adolescents and young people. The Municipality of Ibarra believes that participation and network are the essential basis to achieve a more equitable society. In order to root the culture of participation as a continuum from younger age to adulthood, the Municipality carries out a conscious strategy and develops social participation public politics focused on children and young through actions and projects developed with them at community level. In the end, the Municipality of Ibarra aims to promote and facilitate the empowerment of the youngest as active committed citizens concerned about facing any issue in a constructive and positive way and based on strong values such as respect, tolerance, equality, diversity, interculturality, cooperation and dialogue.
